When we before make people upset, we tend to say this, I don't want you to be upset or I don't mean you to be upset.
If you must say something and you know that it's gonna make others upset then don't say directly or don't say that I don't mean to make you feel bad or something.
Some mean people use it in purpose

If my boyfriend has cheated on me and say I don't wanna lose you, I'm gonna say I want you to leave right now.

When we're not ready to break up, but one of us say that let's finish this relationship. There's a first word we're gonna say, don't leave me alone. I need you.

When we ask to go out with someone, we should wait until time is right, applying English is also same.
